Job Description
The Test and Evaluation Organization of AMERICAN SYSTEMS currently has contingent position for an Operations Research System Analyst in support of a Joint Test project at Aberdeen Proving grounds

Candidates will provide Operations Research and Systems Analysis support
services
for a Joint Test Project, responsible to the Gov t Test Director and Contract Task Manager for the research, development, testing, analysis, and validation of the TTP and other related products as outlined in the SOW. The candidate will work closely with the Task Manager, Test Director, and Operations Analysts that will serve as researchers, and TTP developers to develop test procedures in accordance with DOT&E test methods as outlined by the JT&E handbook and specific SOW requirements. Candidate will support detailed test planning using design of experiments (DOE) methods and regression analysis to determine the level of test required. Candidate will identify variables, test scenario conditions and number of data points required to ensure statistically significant results are obtained with minimal resources. Candidate will also support assessment of test risk and mitigation strategies in coordination with the test director and other test team members. Candidate will also support test execution, test reporting, and analysis of collected test data using statistical and numerical methods. Candidate will be responsible for the implementation of project's test planning efforts and fully document test planning processes requiring close coordination with all team members and test venue sponsors. Candidates will support test results reporting efforts to provide qualitative and empirical data analysis to support findings, conclusions, and recommendations on the effectiveness of the TTP in support of the Operational Test Agency and the Operational Sponsor. The test project is scheduled to run from approximately April 2014 to March 2016. Limited travel throughout CONUS and OCONUS may be required.
Job Requirements
Required Education: Bachelor's degree from an accredited institution in engineering, mathematics, science, technology or a related field and at least 10 years of Operations Research System Analysis (ORSA) and/or Test and Evaluation (T&E) experience are required. Master s Degree with at least 6 years of relevant experience is preferred.
Required Skills:
- Demonstrated experience and skills in test design and planning with particular emphasis in the application of DOE methods to test design optimization
- Demonstrated skills in the application of statistical methods to data analysis and the determination of data elements required to satisfy test objectives
- Must be able to effectively operate in a demanding team environment, have excellent communication skills, strong interpersonal skills, flexibility, and a high degree of demonstrated professionalism.
- Individual must be proficient with Microsoft Office suite of software applications, statistical software packages such as SPSS, and process diagraming tools such as VISIO is desired.
- Strong research, and technical writing skills.
Desired Skills:
- Recent operational expertise (within last five years) in processes analysis and process improvement utilized in the planning and execution of military operations at the combatant command levels.
- Recent experience in development of test plans, development of measures of performance and measures of effectiveness.
- Experience in statistical analysis using small sample sizes, effects measurement using various methodologies such as Cohen's d,
- Experience with development of data collection and analysis plans
- Experience with DOD Joint Test & Evaluation Program is desired.
Required Security Clearance: Candidates must possess a current Top Secret/SCI clearance.
